Why it is run from Vietnam

The services that respond are Vietnam's own: its police, its fire and rescue, its ambulance services and its hospitals.

The relationships with them are made in person, in Vietnamese, one region at a time, and they are this team's to make. Terra carries the system; the team carries the trust: the people on duty, the relationships, and the decisions.
