A more connected path to care.
A national emergency coordination layer, proposed for visitors to Vietnam.
How a report becomes a response.
Receipt, assessment, decision and response are separate events, and each one is recorded. The person who reported sees the real state of their report, never a promise.
Designed, not built

Hello. I am Terra, the intelligence and the voice behind VN SOS. Here is how a report is designed to become a response.
01
A person reports.
A person opens Citizen Report, slides to start and records a few seconds of what they see. The video never leaves their phone. A picture each second, the sound and the location are sent.

The video never leaves the phone
A picture each second, the sound at a low bit rate, and a location are sent. No video is ever made, so none can leave the reporter's phone.

What was sent reached the coordination console. Nothing more is claimed.

Assessed
The assessment may only say things it can point at. A claim it cannot anchor to a frame of the recording, or to something that was said, is not shown at all.
Where the system does not know, it says so and puts a person in the loop. It never invents a unit that does not exist.

A VN SOS dispatcher decides.
A VN SOS dispatcher confirms the response. Terra recommends; a person decides, every time. The assessment sits beside the human decision, never above it.
For a crash on a road, the routing proposed for Vietnam would recommend rescue and an ambulance, and add the police. A fire would add the fire service. Which services answer is to be agreed with partners in the pilot.

Example
At every step the report shows only what has actually been recorded: received, being looked at, a decision made. Nothing says help is on its way before that is true.
See §1 · How it works.
Under what authority this is published
VN SOS is a private undertaking, proposed to the people who would own and run it. It holds no official authority, and nothing on this site is a statement by, or on behalf of, any authority of Viet Nam.
Tourist SOS is a technology and coordination company. It does not operate emergency services, provide clinical care or underwrite risk.
VN SOS is in its exploration phase. The operating company is to be formed under Vietnamese law with the Vietnamese Partner Group. No service is operating yet, and nothing on this site is an emergency service.

Citizen Report.
Citizen Report records, sends and shows the honest status of a report. It makes no decisions and no medical judgements, and it keeps no patient record. Everything else happens in the platform it reports to.
Designed, not built
Source:Citizen Report's rules
A person opens it, slides to start, records fifteen to thirty seconds, and a dispatcher sees an assessed incident.
Citizen Report can be opened by whoever is at the scene. It asks for no name, no telephone number and no account.
See §2 · Citizen Report.
Where this stands
Citizen Report is not open to the public in Vietnam. When it is, its address will be published in this document. Until then there is nothing here to press. If you need help now, contact local emergency services.

The proposal, in short.
VN SOS is proposed first as a coordination layer for visitor emergencies, because that is where the need is clearest.
Proposed
Source:the proposal to the Vietnamese Partner Group
Vietnam welcomes millions of visitors a year. VN SOS is proposed as a single coordination layer for the moments when one of them is hurt: one point that connects the injured person, the responder, the hospital, the border crossing and the insurer.
People who help are everywhere in Vietnam. What does not yet exist is one place where the help is coordinated.
The problem is coordination, not capability.
VN SOS is the face. Terra is the foundation.
Terra informs and coordinates; local emergency services respond. The system never claims a rescue it does not perform.

It is designed to begin as a pilot in one corridor, chosen with partners, and to extend to national visitor coverage.
