Overview

§4 · The cooperation

The cooperation, and who holds what.

Who would own it, who leads what, how the cooperation is conducted, and the path.

§4.1

Proposed

Who would own it

VN SOS is proposed as a Vietnamese-owned, Vietnamese-branded and Vietnamese-operated national emergency coordination system for visitors. The operating company is to be formed under Vietnamese law and owned by the Vietnamese Partner Group, and it is the party that holds the operations, the responder network, and the relations with the authorities.

The VN SOS name and the domain vnsos.app are to be registered by Tourist SOS and licensed for use by VN SOS. What happens to them under an agreement is a term for the parties, and no agreement is signed.

§4.2

Proposed

Vietnamese law, and who decides

Operations, licensing and relations with the authorities are Vietnamese-led. Licences, permits and compliance with Vietnamese law sit with the Vietnamese operating company, and nothing is operated in Vietnam that Vietnamese law does not permit.

The cooperation is designed around a joint steering committee co-chaired by the two parties, a joint working group through the pilot, and every decision recorded in a decision log.

§4.4

Proposed

What the cooperation puts in place

  • A national system, Vietnamese-owned

A system under a Vietnamese name and in Vietnamese ownership, built on a platform that is already operating, and on a method first worked out with partners in Laos.

  • A single coordination point for visitor emergencies

One place that connects responders, hospitals, border crossings and receiving facilities.

  • The Vietnam intelligence layer

Evacuation corridors with measured paths, facility records that carry their source and confidence, airport and border facts, and hazard and flood information, all maintained on a schedule.

  • Modern tools for responders

A dispatch board, live vehicle positions, a driver portal, request channels for hotels and tour operators, and structured hand-over records.

  • Skills and employment

Dispatchers, coordinators and field verifiers, taught by the people who build the platform, to the same standard the platform is operated to in every market.

  • Auditable visitor-safety data

A record for the authorities, in a form suitable for policy and for reporting.

§4.5

Proposed

What the Vietnamese partner contributes

What is on record has been researched and not yet checked on the ground. Closing that gap is designed as part of the pilot, and four things can only come from the Vietnamese side.

  • Field verification

Records researched from sources are checked in person, by people who are there. It is the contribution the Vietnamese partner is best placed to make.

  • How a report is answered here

The response tiers, the local words for things, how a place is described, where a patient goes, and the hours are settled with the people who answer the calls.

  • The responder network, and the authorities

The ambulances, hospitals, clinics and rescue services, and the relations with ministries, provinces and emergency services, are the operating company's own.

  • The Vietnamese language

No safety text is published in a language until a speaker of that language has read it, and only Vietnamese speakers can do that for Vietnamese.

§4.6

Proposed

Principles of the cooperation

  • Respect for Vietnamese sovereignty and law

Operations, licensing and relations with the authorities are Vietnamese-led.

  • Clear roles

Tourist SOS is a technology and coordination company. It does not operate emergency services, provide clinical care or underwrite risk.

  • Integrity

Both parties conduct the cooperation transparently and in compliance with the laws of Viet Nam and of the United States.

  • Honest promises

Terra informs and coordinates; local emergency services respond. The system never claims a rescue it does not perform.

  • Data protection

Personal and medical data are handled under written rules, with access limited to those who need it and every access recorded.

  • Continuity

The platform improves continuously, and VN SOS benefits from every improvement made anywhere.

§4.7

How the cooperation is conducted

  • A vendor, not a participant

Tourist SOS takes no part in the operating company's dealings with the authorities. It supplies technology and is paid for technology, in every country it works in.

  • Payments

Every payment to Tourist SOS is invoiced and made by bank transfer to the company. That is how Tourist SOS is paid in every country it works in.

  • No personal stakes

No one at Tourist SOS holds a personal stake in a licensee — no equity, no commission, no fee from the licensee or its shareholders.

  • What is not published here

Prices, fees and the terms of any agreement are not published on this site. Commercial terms exist, and they belong at a table between the parties. What is published here is conduct, not commerce.

  • Reviewed before signature

Nothing is signed before Vietnamese-qualified counsel and United States counsel have both reviewed it.

§4.8

Proposed

A pilot first

The system is introduced in order, and no step is taken before the one before it has been proved. This page fixes no dates.

It is designed to begin as a pilot in one corridor, chosen with partners, and to extend to national visitor coverage.

  1. A pilot in one corridor, chosen with partners

The console goes live, responders are brought on, pilot cases are coordinated, and the pilot is reported honestly, including what did not work.

  2. National visitor coverage

The same system extended to national visitor coverage, and presented to the authorities.
